In addition, examine the skills needed by mayors of U.S. cities to identify, evaluate and resolve complex policy issues within the context of homeland security. Finally, argue whether mayors of U.S. cities should have more, less, or unchanged executive authority within the context of homeland security issues. Evaluate the ethical and legal issues associated with your view on executive authority for mayors of U.S. cities within the context of homeland security objectives.
