Police Service User Charges

. Your chief of police would like to begin to impose user charges for some of the Police services which your police service is currently providing free of charge.

He has asked you to write a memo to him discussing:

a.) the advantages and disadvantages of imposing user charges, and

b.) providing him with a rationale which he can use to help sell this idea to a reluctant public.
